Instructions
Preheat your oven to 375°F (190°C). Cook the penne pasta according to package directions until al dente. Drain and set aside.
For the meat sauce: Heat the olive oil in a large skillet or Dutch oven over medium heat. Add the chopped onion and cook until softened, about 5 minutes. Add the minced garlic and cook for another minute until fragrant.
Add the ground beef to the skillet and cook, breaking it up with a spoon, until browned. Drain any excess grease.
Stir in the chopped tomatoes, beef broth, tomato paste, and oregano. Season with salt and pepper to taste. Bring to a simmer, then reduce heat and let it cook for at least 15-20 minutes, allowing the flavors to meld. Stir occasionally.
For the béchamel sauce: In a separate saucepan, melt the butter over medium heat. Add the flour and whisk continuously for 1-2 minutes to create a roux.
Gradually whisk in the milk, a little at a time, to avoid lumps. Continue whisking until the sauce thickens and is smooth. Season with salt, pepper, and freshly grated nutmeg. Remove from heat.
In a large baking dish (approx. 9x13 inches), combine the cooked pasta with the meat sauce. Mix well.
Pour the béchamel sauce evenly over the pasta and meat mixture. Sprinkle the shredded mozzarella and grated Parmesan cheese generously over the top.
Bake for 25-30 minutes, or until the cheese is melted, bubbly, and golden brown. Let it rest for 5-10 minutes before serving.
